The relevance of the topic is driven by the prolonged preservation of the obsolete foundations of the 1983 Housing Code of the Ukrainian SSR, which created a profound legal and economic conflict between declarative "free housing" and market reality. The situation has become critically acute due to the large-scale infrastructure destruction resulting from the full-scale aggression of the Russian Federation, the emergence of millions of internally displaced persons (IDPs), and Ukraine's commitments under the Ukraine Facility framework. The purpose of the study is a comprehensive analysis of the legal, economic, and social aspects of the transition from the Soviet distribution system to European standards, as well as the substantiation of the viability of social rent mechanisms and the digitalization of needs assessment. The author provides a critical analysis of the inefficiency of paper-based housing waitlists and reveals the novelties of the framework Law of Ukraine "On the Fundamental Principles of Housing Policy." The paper examines in detail the successful experience of EU countries and highlights three key financial approaches adopted by Ukraine: supply-side subsidies, demand-side subsidies, and the regulatory mechanism of the rent-to-income limit. Based on a comparative analysis, the advantages of creating municipal non-profit rental funds and implementing the Unified Information and Analytical Housing System for monitoring citizens' income and protecting tenants' rights are proven. The conclusions outline the key institutional challenges of the reform, including the deficit of funding for communities and the risks of resistance from local authorities.У науковій статті досліджено докорінну зміну парадигми державної житлової політики в Україні в контексті євроінтеграційних процесів і подолання наслідків війни. Актуальність теми зумовлена тривалим збереженням застарілих засад радянського Житлового кодексу УРСР 1983 року, що створювало глибоку правову та економічну колізію між декларативним «безкоштовним житлом» і ринковою реальністю. Ситуація критично загострилася через масштабні руйнування інфраструктури внаслідок повномасштабної агресії РФ, появу мільйонів внутрішньо переміщених осіб і зобов’язання України в межах плану Ukraine Facility. Метою дослідження є комплексний аналіз правових, economicних і соціальних аспектів переходу від радянської розподільчої системи до європейських стандартів, а також обґрунтування життєздатності механізмів соціальної оренди та цифровізації обліку потреб. Автор здійснює критичний аналіз неефективності паперових квартирних черг і розкриває новели рамкового Закону України «Про основні засади житлової політики». У роботі детально розглянуто успішний досвід країн ЄС і виокремлено три ключові фінансові підходи, які запозичує Україна: об’єктне субсидування, суб’єктне субсидування й регуляторний механізм орендного ліміту. На основі порівняльного аналізу доведено переваги створення муніципальних некомерційних фондів оренди та впровадження Єдиної інформаційно-аналітичної житлової системи для моніторингу доходів і захисту прав орендарів.
