This study analyses scientific advancements concerning innovation transfer in public management, considering the experiences of various countries worldwide. Priority directions for innovative development in Eurozone countries are identified, with emphasis placed on the significance of employing information and communication technologies and automating public management to enhance the quality of services provided to citizens by the state. The critical aspects of innovation in public management are outlined, and a range of economic indicators demonstrating a growing trend in the efficiency of public management, which is directly proportional to research and development expenditure as a percentage of GDP, is presented. A comparative analysis of e-government and e-participation development indices at the level of individual states, regions, and globally is conducted. Practical strategies and tools for implementing innovation in public management are identified, considering the stability and dynamism of scientific and technological advancements.

The author defines AI as a system of functional computer technologies that model human thinking and skills, such as analysis of complex systems, judgment, and dialogue support. AI allows collecting and analyzing large amounts of data, developing individualized teaching methods, automating control, and providing feedback. Innovative technologies in education have proven to be effective even in times of crisis, such as quarantine and war. The main benefits of AI include personalization of learning, creation of individualized plans, immersive learning, and intelligent progress tracking, which reduces the workload of teachers and allows them to focus on students. At the same time, AI adoption is facing resistance to innovation, financial challenges, and skepticism about its effectiveness. Most AI programs focus on content presentation and testing, which does not promote critical thinking and creativity. Research prospects include developing methodologies for evaluating AI's effectiveness, integrating learning theories with practical developments, and addressing ethical issues.
- ДокументAPPLICATION OF ARTIFICIAL INTELLIGENCE IN HIGHER EDUCATION INSTITUTIONS: FOREIGN EXPERIENCE(Three Seas Economic Journal, 2024-04-30) Бобро Наталія СергіївнаThe purpose of this article is to study the application of artificial intelligence in higher education institutions in foreign countries. The article provides an overview of various tools for using artificial intelligence in the educational environment, reveals examples of successful implementation of digital technologies in higher education institutions, and outlines the shortcomings that should be taken into account when introducing artificial intelligence into educational practice. Methodology. The study used a set of complementary methods based on the principles of general scientific methodology: theoretical methods of analysis, synthesis and generalisation of works corresponding to the stated topic. Theoretical analysis allowed the identification of theoretical concepts, models and technologies used to support the educational process. The method of synthesis enabled the information obtained to be put into a systematic and comprehensible form. By synthesising different sources and data, a general idea of how artificial intelligence can be used in modern education was formed. The method of synthesis helped to build a system of existing knowledge and experience in this area and identify new areas of research. Results. The creation of individualised experiences using artificial intelligence and machine learning has been shown to tailor learning to the individual characteristics of the student, increasing the effectiveness of training. Personalised learning technologies are used to improve the learning process through data mining and the provision of personalised information. Personalised learning can also use methods such as games and virtual activities to make the learning process more interesting and engaging. Disadvantages include insufficient technological development, lack of personal contact, limited AI in the curriculum, limited creativity and flexibility of systems, algorithmic discrimination and loss of skills. Despite these shortcomings, it is noted that the use of intelligent learning systems and adaptive technologies allows for the personalisation of learning based on the individual characteristics of each student, which contributes to more effective training. It is important to find an optimal balance between the traditional approach to learning and the use of the latest learning technologies that will contribute to successful and productive learning. Practical implication include the importance of personalising learning with the help of intelligent systems, the need to find a balance between traditional and modern methods, taking into account the shortcomings of technology implementation, continuing research and developing partnerships for the successful implementation of artificial intelligence in educational practice. Value/Оriginality. The paper proposes specific methods and examples of artificial intelligence application in education, analyses the shortcomings of this process and provides practical recommendations for its further improvement.

Among these innovations, information and digital technologies, in particular artificial intelligence (AI) technologies, play an important role. Their use not only expands learning opportunities but also fundamentally changes the approach to the educational process, making it more adaptive and effective. As S. Yahodzinsky notes: "At the beginning of the twenty-first century, the globalization of society is carried out by means of convergence of technologies. They are based on innovative communication technologies, in particular, artificial intelligence technologies" [1].
- ДокументChallenges and Prospects of Scaffolding:Humanization and Individualization of Education in the Context of Industry 5.0(АКАДЕМІЧНІ ВІЗІЇ, 2024-06-27) Бобро Наталія СергіївнаThe article explores the current challenges of the modern educational process and the possibilities of using the subtechnology of scaffolding to overcome them. The main attention is paid to the humanization of education, which implies a reorientation of pedagogical activity from the social and applied sphere to the sphere of personal development. This requires the creation of an educational environment that stimulates the disclosure of the human essence of an individual in its entirety, not just as a social tool. The formalization of the gap between students and teachers, in particular in the context of digitalization, is another significant problem, as the digital divide changes the relationship between them. The problem of individualization of the personality in the context of the globalization of the educational process is studied. Individualization is carried out through self-development within the framework of self-education, self-study, and self-education, which allows a person to acquire specific knowledge, skills, and attitudes, overcoming socio-psychological forms of similarity. In the information society, this also includes information individualization as a mechanism for transferring and assimilating social experience. A significant decline in student motivation to learn is seen as a critical problem. Traditional teaching methods often do not meet the modern needs of students who are accustomed to fast and interactive information. Lack of practical application of knowledge, as well as changes in social values, cause a loss of interest in learning. Social networks and media create the illusion of quick success without significant effort, which also affects academic performance. The traditional approach to education does not take into account the individual needs of students and limits the opportunities to develop critical thinking, creativity, problem-solving, and teamwork skills. Scaffolding, which involves providing support to the student in the right amount and at the right time, can contribute to individualization and increase the efficiency of the educational process. The article emphasizes the potential of scaffolding in solving problems of interaction between student and teacher, optimizing the educational process, and providing an individualized approach. However, due to the limited number of studies, the full use of this subtechnology is still problematic. Further research may reveal the potential of scaffolding as a key way to integrate humanistic values into artificial intelligence technologies in education.

With the growth of global trade volumes, investment flows, and economic interdependence, investors must be knowledgeable in selecting effective strategies in a global context. Globalisation presents new investment opportunities but also introduces risks such as currency fluctuations, political instability, and economic crises. Therefore, investors and financial analysts must comprehend various approaches to investing in the international market and their impact on investment decisions. The topic of discussion was ‘Investment Strategy in Globalization: A Comparative Analysis of International Approaches.’ The leading international investment strategies implemented over the past decade were explored, and their advantages and disadvantages were compared. The main factors influencing globalisation on investment decisions were identified by analysing various approaches to investing in the international market. We highlighted the risks and opportunities that arise in the global environment and revealed their impact on investment strategies. Subsequently, we formulated recommendations for developing effective investment strategies that consider the peculiarities of the global market and international trends. The discussion shed light on important aspects of investment management in the global environment and provided a basis for further research in this area. This study clarifies that investment strategies in globalisation require detailed analysis and careful planning. The comparison of different approaches highlights the importance of understanding global trends, international economic conditions, and risks. The study provides a better understanding of current trends in the international market and enables preparing financial strategies that consider global challenges and opportunities.

It explores how platform companies act as catalysts for the development of the gig economy, bringing together different market actors and influencing the allocation of resources. The article analyzes the dual role of platform companies as “economic” and “social” entities, highlighting their obligations to various stakeholders. It is determined that the implementation of platform companies’ responsibilities goes through four key stages: alignment, control, incentives and feedback. Each stage of algorithm management has a management system that meets the tasks set. Particular attention is paid to algorithmic management and responsibility, where the stages of management and the importance of ensuring fairness and efficiency are considered. The article emphasizes the need to strengthen the interaction between platform companies and regulators to promote more inclusive, adapted, accurate, and sustainable algorithmic regulation. It is noted that an effective way of algorithmic regulation is the introduction of algorithmic accountability, i.e., a system that specifies the entities responsible for algorithmic decisions and their obligations.

This is reflected in increased productivity, changes in industrial relations, and new opportunities for business development. Practical Implications: The results of the study can be used to develop strategies for the development of economic systems with regard to digital technologies. This can help to increase the competitiveness of countries and improve their economic development. Originality/Value: The study makes an important contribution to understanding the impact of digital technologies on economic systems and points to opportunities for their use to improve economic development.

It is determined that the value of a product is formed on the basis of the unity of utility and the cost of its production, expressed in the market price. The value chain is considered as a network business model, which consists of separate business processes that connect different divisions of an enterprise to achieve the result necessary for the consumer. A detailed analysis of the business processes that make up the value chain is provided, dividing them into main and auxiliary processes. Core processes include logistics, production, physical delivery of goods, sales and marketing, and after-sales service. Auxiliary processes are aimed at supporting the main ones and include management, human resource management, applied research and development, and logistics. Attention is focused on the role of digital technologies, such as automation, artificial intelligence, and the Internet of Things, in optimizing business processes at all stages of the value chain. They ensure efficient resource management, optimization of logistics operations, real-time monitoring of product quality, and timely detection and elimination of malfunctions. Digital technologies help to increase business productivity and efficiency through fast and accurate data processing, which is key to making management decisions. Digital transformation also allows businesses to adapt to changing market conditions, reduce costs, and improve product quality. This is especially important for companies that constantly update their product range based on market research and experimental development. Digital technologies play an important role in strategic planning, contributing to the development of new products and services that meet the needs of consumers. It is determined that the digital transformation of the value chain in economic processes contributes to increasing the competitiveness of enterprises, ensuring their successful development in the current conditions of the digital economy. The introduction of digital technologies allows optimizing business processes, reducing costs, improving product quality and meeting consumer needs, which are crucial factors for achieving sustainable economic growth.

The relevance of this study is due to the special role of education in the life of modern society, which is guided by the principles and values of the post-industrial era. The quality of human potential and the readiness of people to withstand natural and social challenges largely depend on the efficiency of the education system.Aim/tasks:The main purpose of the study is to identify the main problems and outline the prospects for digitalization in education based on the analysis of scientific sources.Methodology:The following methods were used to conduct the study: analysis, systematization, and generalization -in order to identify the essence of the problems of digital transformation in education. Scientific analysis allowed us to identify existing research and publications related to this topic. The systematization helped to structure the collected information, and the generalization allowed to formulate the main conclusions and recommendations for further steps in the development of digital education.Results:Digital transformation, which has become an integral part of the modern world, is changing almost all areas of life, including education. However, the transition from traditional to digital education is interpreted ambiguously by scientists and requires deeper study. The current era of digital transformation of education requires not only digitization of existing processes, but also fundamental changes in approaches to teaching and management of educational systems.

It is determined that the leading areas are project work, product design, work planning, and access to information resources. The introduction of digital technologies contributes to the creation of an effective educational environment, increased student motivation, development of digital competencies and equal access to education. Digitalization makes it possible to constantly update and improve educational content. However, digitalization is accompanied by risks, including the degradation of students' speech, reduced vocabulary, shortcomings in the educational process, and psychological and physical problems from prolonged use of technology. Prolonged time in front of a computer screen can lead to poor eyesight, physical inactivity, and increased fatigue. To increase efficiency, it is necessary to monitor threats, develop strategies to overcome them, prepare teachers to work in the digital environment, and find a balance between digital and traditional teaching methods. It is important to ensure that teachers are well-trained to use digital technologies effectively. The digitalization of education is a prerequisite for the modern educational process, which requires an integrated approach to minimize risks and ensure the comprehensive development of students.

In light of the developments in the theory and practice of managing social-economic systems, the academic paper outlines the unique features of the management system of contemporary businesses that should be considered. It is emphasized that the era of the digital economy creates prerequisites for improving the efficiency of enterprises. Digital innovations generate new means of social interaction between employees; they transform economic relations between the enterprise and its business partners. More rational and cost-effective methods of cooperation and coordination are emerging to jointly solve particular business problems. However, at the same time, digital innovations also generate negative effects that are informational in nature. The number of models of unfair competition based on the dissemination of deliberately planned disinformation among market participants is growing; the number of economic crimes in cyberspace is increasing dramatically. That is precisely why modern innovative technologies such as blockchain and artificial intelligence provide for open, secure collaboration within the digital information space, and the application of analytics to the data obtained allows for increasing the competitiveness of the business. The rapid development of technology and the emergence of artificial intelligence (AI) have had a significant impact on the formation of digital innovations. The introduction of AI can significantly increase the effectiveness of any company’s HR strategies and facilitate the work of its managers by helping to collect and analyze large amounts of data.
