Online education as a driver of digital transformation and economic sustainability of universities

The article examines online education as a key driver of digital transformation in universities and a factor in strengthening their economic sustainability. It analyzes current trends in the global education services market, the impact of online learning formats on the financial stability of higher education institutions, and the specifics of integrating EdTech technologies, educational data analytics, and artificial intelligence into the structure of university management. The role of impact investing, social investment bonds, and “university-business-state” partnership ecosystems in the formation of sustainable financial models for digital universities is revealed. The main directions of online education development have been identified: micro- and macro-education, blended learning formats, corporate educational practices, and personalized learning trajectories. As a result of the study, it has been determined that the combination of technological, organizational, and financial solutions in a single digital ecosystem ensures the transition from partial digitalization to a fully digital university model, where data becomes a strategic resource and AI solutions become the core of personalization, cost optimization, and improvement of education quality. Further work should focus on developing procedures for assessing the value of digital educational assets, designing impact financing models for online programs, and refining ethical standards for the use of AI in personalized learning.

Practice of Implementing Digital Educational Technologies in the Service-Oriented Admission Model

This study focuses on the digital transformation of the university’s admissions campaign as an institutional mechanism to improve the effectiveness of attracting and converting applicants within the service-oriented admissions model. The admission campaign is considered an integrated digital platform combining modules for identifying and selecting educational trajectories, verifying documents, concluding contracts, paying tuition fees, and making enrolment decisions. The theoretical basis is formed by modern approaches to the digital organisation of universities, platform management and user behavioural analytics. Within this framework, admissions are interpreted as a controlled, multilevel process with defined transition points and performance indicators. The study aims to substantiate the methodological and applied foundations of the applicant's personal electronic account as a tool for the service-oriented admission model. It also aims to analyse applicants' digital behaviour within the pilot implementation of the EUni web and mobile application during the 2025/26 academic year admissions campaign. The methodology is based on systemic, process-oriented, and structural-functional approaches. It is supplemented by an analysis of the conversion rates of the digital admissions funnel, as well as a logical generalisation of the results of passing through the stages of registration, submitting an application, concluding a contract, making a payment, and enrolling. Analytical and synthetic methods were employed to develop a comprehensive model for evaluating the digital performance of the admissions campaign. The results showed that integrating functional blocks into a unified user profile ensures high completion rates in the final stages of the digital funnel, minimises transaction losses and makes management decisions regarding the formation of the student body more predictable. The largest number of dropouts occurs in the early stages, while the contract signing and payment stages are characterised by stable conversion rates, indicating the rational digital behaviour of users and the effectiveness of the service-oriented platform architecture. The conclusions state that implementing the Applicant’s Account’s integrated digital platform ensures greater transparency, manageability and effectiveness of the admission campaign. This is achieved by optimising navigation logic, reducing transaction costs and establishing a stable digital trajectory for applicants transitioning to student status.

Educational principles of digital support for applicants in the process of forming a personalized trajectory for university admission

The article examines the transformation of the admission campaign of a modern university in the context of digitalization and the growing role of personalized educational trajectories. The relevance of the chosen topic is due to the transition of higher education institutions from formal administrative admission models to digitally mediated formats of interaction with applicants, combining information support, analytical tools, and individualization of educational decisions. The paper analyzes the conceptual foundations of digital support for applicants using the example of the implementation of an applicant’s personal account at the Private Higher Educational Institution “European University.” The role of readiness indicators, step-by-step navigation, educational program selection modules, document submission and verification in ensuring the transparency of procedures and reducing information uncertainty for applicants is revealed. Special attention is paid to the use of intelligent digital components, in particular recommendation mechanisms and data analytics, which support an informed choice of educational trajectory and the adaptation of the digital environment to the individual user’s profile. It is argued that digital support for admission should be considered not only as a tool for optimizing organizational procedures, but also as a component of the educational environment that performs orientation and support functions at the initial stage of the learning pathway. It has been shown that the introduction of an applicant’s personal account at the European University contributes to the formation of a consistent, managed, and personalized trajectory of interaction between the applicant and the university, as well as creates methodological prerequisites for improving the quality of educational decisions and adapting digital services to the dynamics of the educational environment.

Obstacles to Digital Bank Service Expansion: Financial Inclusion in Developing Nations

The article examines the essence and role of financial inclusion in ensuring developing countries’ economic and social development in the context of the digitalisation of banking services. Based on the methods of analysis and synthesis, as well as the use of financial inclusion indicators and mathematical tools, the article examines theoretical approaches to defining financial inclusion, its components and factors of influence, analyses methodological approaches to assessing financial inclusion, systematises indicators of its assessment with the allocation of two criteria (traditional inclusion and digital inclusion) based on the assessment of the population’s access to financial products. An instrumentation for assessing financial inclusion based on the calculation of the relevant index is proposed, which provides an assessment of its status at a certain point in time and development trends in a country, region or separate territory. The trends in the penetration and development of financial inclusion and their features in developing countries by parts of the world and levels of economic development are studied. The financial inclusion indices for individual countries representing different parts of the world and belonging to different categories by the level of per capita income for the period 2014–2022 were calculated and compared with the average Gini index, which allowed us to determine the mutual influence of financial inclusion not only with the level of economic development but also with the distribution of national wealth in countries. The features of the development of digital inclusion at the global level and in the context of groups of countries are studied, and the advantages and risks of digital banking development in modern conditions are systematised.

Legal Principles of Interaction between Local Self-Government Bodies and the National Police in the Field of Protecting Cultural Heritage in Terms of Martial Law

The authors of the article have studied the legal principles in the interaction between local self-government bodies and the National Police in the field of cultural heritage protection, in terms of martial law in Ukraine. The authors have analysed the current legislation regulating the powers of the relevant entities in the field of cultural heritage and objects’ preservation, including the Ukranian laws on the protection of cultural heritage, on the National Police, as well as the relevant by-laws. Practical problems related to the fragmentation and vagueness of normative regulation, in particular the lack of special provisions on involving the police in security measures in emergency situations, have been outlined. The feasibility of amending the relevant laws has been substantiated, particularly by supplementing the law on the protection of cultural heritage with a norm on legal grounds and mechanisms of interacting with the police. Particular attention has been paid to perspectives for harmonizing the national legislation with international legal acts, such as the 1954 Hague Convention and the 2005 Faro Convention. Specific areas for improving the regulatory framework have been suggested, including the inventory of powers of local self-government bodies, modernization of legislation in the field of culture, and the initiative for codification in the form of the Code of Laws on Culture. The article contains analytical generalizations and practical recommendations and is based on an interdisciplinary approach using the methods of legal analysis, comparative law, and elements of public administration.
