dc.descriptionУ науковій статті досліджені особливості інформаційно-аналітичного забезпечення документування та розслідування кримінальних правопорушень проти довкілля. Зазначається, що моніторинг та узагальнення стану злочинності у сфері довкілля має здійснюватися шляхом аналітичного пошуку, сфокусованого на виявленні, збиранні, аналізі та оцінюванні як стратегічної, так і тактичної інформації про події та явища антропогенного впливу на навколишнє природне середовище. У зв’язку з цим, за керівної ролі органів прокуратури має бути налагоджений та забезпечений чіткий системний взаємний обмін оперативною інформацією між уповноваженими суб’єктами, які здійснюють боротьбу зі злочинністю в зазначеній сфері. Вказується, що інформаційно-аналітичне забезпечення спрямоване на підвищення ефективності діяльності правоохоронних органів у протидії екологічній злочинності, а його результати є основою для організації діяльності правоохоронних органів, що керуються розвідувальною аналітикою. Наголошено, що продукти криміналістичного аналізу мають бути покладені в основу визначення стратегічних та оперативно-тактичних цілей документування та розслідування кримінальних правопорушень проти довкілля з акцентом на випереджувальне реагування на протиправну подію. Наведено аргументи щодо доцільності впровадження в практичну діяльність територіальних підрозділів правоохоронних органів таких новітніх технологій, як системи GPS-моніторинг, GPS-навігація та GPS-стеження, технічні можливості яких сприятимуть підвищенню ефективності розслідування, встановлення всіх обставин, що підлягають доказуванню в кримінальному провадженні. Зроблено висновок щодо необхідності оволодіння необхідними знаннями, компетентністю та кваліфікацією в галузі кримінального аналізу криміналістів та осіб, які здійснюють оперативно-розшукову та розшукову діяльність у зазначеній сфері.
dc.description.abstractThe scientific article examines the features of information and analytical support for the documentation and investigation of criminal offenses against the environment. It is noted that monitoring and generalization of the state of crime in the environmental sphere should be carried out through analytical search, focused on identifying, collecting, analyzing and evaluating both strategic and tactical information about events and phenomena of anthropogenic impact on the environment. In this regard, with the leading role of the prosecutor's office, a clear systematic mutual exchange of operational information between authorized entities involved in the fight against crime in this area should be established and ensured. It is indicated that information and analytical support is aimed at increasing the effectiveness of law enforcement agencies in combating environmental crime, and its results are the basis for organizing the activities of law enforcement agencies guided by intelligence analytics. It is emphasized that the products of forensic analysis should be used as a basis for determining strategic and operational-tactical goals for documenting and investigating criminal offenses against the environment with an emphasis on proactive response to an illegal event. Arguments are presented regarding the feasibility of introducing into the practical activities of territorial divisions of law enforcement agencies such new technologies as GPS-monitoring, GPS-navigation and GPS-tracking systems, the technical capabilities of which will contribute to increasing the efficiency of the investigation, establishing all circumstances subject to proof in criminal proceedings. A conclusion is made regarding the need to master the necessary knowledge, competence and qualifications in the field of criminal analysis for forensic scientists and persons carrying out operational-search and investigative activities in the specified area.
