dc.descriptionThe article is devoted to a comprehensive study of the institutional and financial prerequisites that determine the possibilities for the sustainable development of Ukraine’s book market under conditions of global challenges, digitalization, and martial law. The purpose of the study is to systematize and critically analyze the institutional architecture of the book sector, assess the effectiveness of existing financial support mechanisms, and substantiate strategic directions for improving the institutional and financial framework of the sustainable development of the national book market. It has been established that the current state of the institutional system of the book market is characterized by fragmented regulation, the absence of a systematic state strategy for the industry’s development, insufficient coordination between various institutions, and limited financial resources. Critical institutional gaps have been identified, including the lack of specialized legislation on publishing and bookselling, weak mechanisms for copyright protection, limited tools for financial support of cultural industries, and underdeveloped infrastructure of the book market. The financial mechanisms for supporting the book industry in Ukraine—such as state programs, grant mechanisms, and tax incentives—have been analyzed, and their insufficiency compared to European practices has been revealed. The necessity of forming a comprehensive institutional system is substantiated, which includes improving the legislative framework, establishing a specialized state institution for the development of the book industry, developing a long-term sectoral development strategy, and implementing effective public-private partnership mechanisms. A model of financial support for the sustainable development of the book market is proposed, based on diversified funding sources: state support for socially significant publications, tax incentives for investment in the book industry, crowdfunding and philanthropy mechanisms, international grant programs, and venture financing tools for innovative book projects. Recommendations have been developed to create a favorable institutional and financial environment for the development of the national book market, including mechanisms to support small and medium-sized publishing houses, independent bookstores, programs for promoting reading culture, and supporting literary creativity.
dc.description.abstractСтаття присвячена комплексному дослідженню інституційних та фінансових передумов, що визначають можливості сталого розвитку книжкового ринку України в умовах глобальних викликів, цифровізації та воєнного стану.. Виявлено критичні інституційні прогалини. Проаналізовано фінансові механізми підтримки книжкової галузі в Україні, включаючи державні програми, грантові механізми, податкові пільги, та виявлено їх недостатність порівняно з європейською практикою. Обґрунтовано необхідність формування комплексної інституційної системи, що включає удосконалення законодавчої бази, створення спеціалізованої державної інституції з розвитку книжкової справи, розробку довгострокової стратегії розвитку галузі, запровадження ефективних механізмів державно-приватного партнерства. Запропоновано модель фінансового забезпечення сталого розвитку книжкового ринку, що базується на диверсифікованих джерелах фінансування. Розроблено рекомендації щодо створення сприятливого інституційно-фінансового середовища для розвитку національного книжкового ринку.
