These achievements have created opportunities for broad public access to computers and the Internet, which has become an integral part of modern life. However, it is worth noting that the growing influence of the digital environment on all aspects of society poses a number of challenges and tasks for modern states and government agencies. The problem is to ensure sustainable development and effective functioning of socio-economic systems in the context of digitalization, as well as to overcome negative consequences, such as digital inequality and challenges to economic security in the context of expanding the use of information and communication technologies (ICT) [1]
