dc.descriptionThe article examines the reform of Ukraine's fiscal policy in the context of the requirements of European integration with the entry into force of the Association Agreement between Ukraine and the EU. It is proved that the peculiarity of the development of fiscal policy in the conditions of European integration is that in the European Union (EU), economic policy, in addition to national coordination, also involves a supranational one. The analysis of the fulfillment of Ukraine's obligations in the field of customs and tariff regulation, the main changes in the field of taxation, in particular regarding VAT, excise taxes, ECV, personal income tax, etc., was analyzed. The main problems were identified and the main directions of further reformation of the fiscal sphere in accordance with the requirements of the EU are outlined. It is argued that the agreement on the association of Ukraine with the EU envisages the reformation of fiscal legislation and fiscal policy to improve cooperation in the management of the state finances. It is stipulated that since the entry into force of the Association Agreement, Ukraine has fulfilled a number of obligations for the implementation of EU legal norms in the field of customs and tariff and fiscal regulation, harmonization of indirect taxation, medium-term planning and forecasting of fiscal policy, prevention fraud and corruption and so on. It is motivated that in the process of further reformation of fiscal policy in the context of European integration it deserves attention to ensuring favorable conditions for economic growth on the basis of innovations, which requires investment attraction, including, among other things, instruments of fiscal regulation, creation of an effective system of state assistance, involvement funds of European institutions; equalization of imbalances in the taxation of territories, types of economic activity, social groups; further improving the budget process and tax administration, preventing fraud and corruption, etc.
dc.description.abstractВ статті досліджено реформування фіскальної політики України в контексті вимог європейської інтеграції з набуттям чинності Угоди про асоціацію України з ЄС. Доведено, що особливістю розвитку фіскальної політики в умовах євроінтеграції є те, що в Європейському Союзі (ЄС) економічна політика крім національної координації передбачає й наднаціональну. Здійснено аналіз виконання зобов’язань України у сфері митнотарифного регулювання, основних змін у сфері оподаткування, зокрема щодо НДС, акцизів, ЄСВ, податку на доходи фізичних осіб й ін. Виявлено основні проблеми і окреслені основні напрями подальшого реформування фіскальної сфери відповідно вимогам ЄС.
