    International legal principles for ensuring accessibility to financial technologies and services for persons with disabilities

    The article examines the international legal framework for ensuring the accessibility of financial technologies and financial services for persons with disabilities as a component of the implementation of the principles of equality, non-discrimination and financial inclusion. The theoretical and methodological basis of the analysis is human rights and the "accessibility by design" approach. The latter is predicated on the premise that accessibility should not be considered an additional service option, but rather a mandatory standard for designing digital and organisational processes in the financial sector. This text focuses on the United Nations Convention on the Rights of Persons with Disabilities (CRPD), with particular emphasis on the obligations of states to ensure accessibility (including digital), to implement universal design, and to provide "reasonable accommodation" as an individual means of removing barriers. It has been demonstrated that international standards are complemented by a "consumer" dimension through the UN Guiding Principles on Consumer Protection (UNGCP, 2015), which integrate policies of financial inclusion, financial education and effective protection/redress, with a focus on vulnerable consumers, in particular people with disabilities, in the digital environment. The role of Council of Europe standards in prohibiting discrimination and providing effective remedies is outlined, with the aim of reinforcing accessibility requirements as an element of good governance and proportionate regulation. In the applied aspect, typical accessibility barriers in fintech services (identification and authentication, interfaces, accessibility of contracts and disclosure, support channels and dispute resolution) are systematized and it is demonstrated that such barriers often have a "technical" form of indirect discrimination. The conclusion drawn is that there is a necessity to combine international human rights standards with consumer and supervisory mechanisms, and that this should be achieved by the introduction of measurable requirements for the accessibility of digital financial services, mandatory alternative channels for critical user scenarios, accessible information formats and effective complaint procedures. Proposals for implementing standards in national regulation are outlined, including the enshrinement of the principle of "accessibility by design", institutional accessibility audit, staff training, standards for accessible procurement of IT solutions, and monitoring indicators for regulators. Research methods. The methodological basis of the study is rooted in formal-legal and comparative-legal methods, encompassing a systematic analysis of international acts and doctrinal approaches, complemented by a functional approach to assessing accessibility through the lens of critical user scenarios in the domain of financial services. The anticipated scientific outcome is to elucidate the content of international accessibility standards in the fintech sphere and to ascertain the directions of their practical application as conditions for ensuring real equality, financial inclusion and effective protection of the rights of persons with disabilities in the digital financial environment. The purpose of the article is to provide a comprehensive overview of the international legal principles that ensure the accessibility of financial technologies and financial services for persons with disabilities. In addition, it determines their normative content and practical implications for state policy and financial regulation. In order to achieve the aforementioned goal, the following tasks have been established: The following four points will be discussed in this text: 1) an analysis of the basic standards of the UN and the Council of Europe on equality, non-discrimination, accessibility, universal design and reasonable accommodation in the context of digital financial services; 2) an outline of typical "barrier points" in fintech services (identification/authentication, interfaces, accessibility of contracts and information disclosure, support and complaint channels); 3) a substantiation of the "accessibility by design" approach as a legally significant standard; 4) the formulation of recommendations for the implementation of international standards into national regulation, including supervisory mechanisms, requirements for financial service providers and guarantees of effective consumer protection. Conclusions. In general, UN and Council of Europe standards establish a clear "matrix" for assessing the accessibility of financial technologies: 1) non-discrimination (prohibition of direct/indirect discrimination; prohibition of refusal to provide reasonable accommodation as a form of discrimination); 2) accessibility as a prerequisite for the realisation of rights (especially in the ICT environment); 3) universal design + individual adaptation as complementary mechanisms; 4) protection of consumers of financial services (transparency, fair practices, inclusiveness, effective legal remedies); 5) digital rights and data protection as a "legal shell" for secure and non-discriminatory digitalisation of finance. In order to ensure the accessibility of fintech services, regulatory mechanisms should be considered as a three-pronged construct, comprising compliance (internal policies and quality control of accessibility according to standards such as WCAG and ISO organisational practices), supervision (external verification, regulations and preventive interventions by the regulator) and liability (sanctions and effective legal remedies, including complaints, compensation and anti-discrimination mechanisms). The Ukrainian regulatory framework already contains key "pillars" for such a model. These include a positive obligation to remove barriers and ensure accessibility of services and information for persons with disabilities, consumer guarantees regarding accessible information, as well as supervisory and sanctioning powers of the NBU in the field of payment services and consumer protection. The logical progression of this system is inextricably linked to the delineation of "accessibility by design" stipulations within secondary legislation, the implementation of periodic supervisory evaluations of client pathways, and the assurance that no component of security becomes an impediment without an alternative that is compatible with human rights and dignity. In order to achieve genuine financial inclusion for persons with disabilities, it is essential that the system be regarded as "complete". This necessitates the consolidation of accessibility by design in sectoral legislation, standards for accessible interfaces and contracts, alternative identification procedures, mandatory staff training, procurement standards for state IT solutions, as well as supervision and accountability based on measurable indicators. In the context of European integration, it is rational to implement these changes through harmonisation with EU approaches (EAA) and simultaneously through the UNGCP as a framework for financial protection of vulnerable consumers in the digital economy.

    A catalyst for innovation in business: Artificial intelligence in e-commerce digital transformation strategies

    Digital transformation is a determining factor in the development of the modern economy and a key vector of modernization of business processes in the field of e-commerce. Its relevance is due to the growing role of innovative technologies, in particular artificial intelligence (AI), in shaping the competitive advantages of enterprises. The purpose of the study is to examine the impact of digital transformation and artificial intelligence tools on e-commerce management strategies, and the object is e-commerce business processes in the digital economy. The theoretical basis of the work is the modern concepts of strategic management, innovative development and the digital economy. The study found that AI acts as a catalyst for business innovation, providing automation of key processes, personalization of consumer experience, and increasing the efficiency of marketing strategies and logistics. Using the example of world leaders, the article demonstrates that AI integration allows not only to optimize operating costs but also to form new business models based on predictive analytics and intelligent algorithms. The practical significance of the results lies in the identification of strategic guidelines for e-commerce enterprises seeking to adapt to the challenges of the digital economy, in particular in the implementation of customer-centered and innovative management strategies. This creates the basis for strengthening the competitiveness of businesses in both the domestic and global markets.

    Determinants of enterprise resilience to external economic shocks: factor analysis and strategic decisions

    The article is devoted to a comprehensive study of enterprise resilience determinants to external economic shocks through factor analysis. The modern economic environment is characterized as one of high volatility and unpredictability, creating significant challenges for stable enterprise functioning. Theoretical approaches to understanding enterprise resilience are analyzed: systemic, resource-based, dynamic-adaptive, and ecosystem approaches. An original definition of enterprise resilience is proposed as an organization's integral capacity to maintain functionality, rapidly adapt to environmental changes, and transform challenges into development opportunities through the effective combination of internal resources with external network linkages. Factor analysis of resilience determinants identified five primary groups of factors: financial-economic, operational-technological, organizational-managerial, market-marketing, and socio-institutional. It was established that financial-economic and operational-technological determinants have the highest priority, ensuring the enterprise's basic ability to function under crisis conditions. Types of external economic shocks and mechanisms of their impact on enterprise activities are systematized. Enterprise adaptation strategies to crisis conditions are analyzed: resource conservation, diversification, innovative adaptation, partnership cooperation, and rapid transformation. A system of scientifically based recommendations for enhancing organizational resilience has been developed, including quantitative benchmarks and implementation tools. Special attention is paid to the Ukrainian experience of enterprises operating under martial law, which creates a unique empirical basis for international resilience research. The practical significance of the research results lies in their potential application by enterprise management to develop resilience enhancement strategies, by government bodies to formulate business support policies during crises, and by scientists for further development of organizational resilience theory. The study contributes to understanding the multidimensional nature of organizational resilience and provides a comprehensive framework for strategic decision-making under uncertainty.

    Obstacles to Digital Bank Service Expansion: Financial Inclusion in Developing Nations

    The article examines the essence and role of financial inclusion in ensuring developing countries’ economic and social development in the context of the digitalisation of banking services. Based on the methods of analysis and synthesis, as well as the use of financial inclusion indicators and mathematical tools, the article examines theoretical approaches to defining financial inclusion, its components and factors of influence, analyses methodological approaches to assessing financial inclusion, systematises indicators of its assessment with the allocation of two criteria (traditional inclusion and digital inclusion) based on the assessment of the population’s access to financial products. An instrumentation for assessing financial inclusion based on the calculation of the relevant index is proposed, which provides an assessment of its status at a certain point in time and development trends in a country, region or separate territory. The trends in the penetration and development of financial inclusion and their features in developing countries by parts of the world and levels of economic development are studied. The financial inclusion indices for individual countries representing different parts of the world and belonging to different categories by the level of per capita income for the period 2014–2022 were calculated and compared with the average Gini index, which allowed us to determine the mutual influence of financial inclusion not only with the level of economic development but also with the distribution of national wealth in countries. The features of the development of digital inclusion at the global level and in the context of groups of countries are studied, and the advantages and risks of digital banking development in modern conditions are systematised.

    Legal Principles of Interaction between Local Self-Government Bodies and the National Police in the Field of Protecting Cultural Heritage in Terms of Martial Law

    The authors of the article have studied the legal principles in the interaction between local self-government bodies and the National Police in the field of cultural heritage protection, in terms of martial law in Ukraine. The authors have analysed the current legislation regulating the powers of the relevant entities in the field of cultural heritage and objects’ preservation, including the Ukranian laws on the protection of cultural heritage, on the National Police, as well as the relevant by-laws. Practical problems related to the fragmentation and vagueness of normative regulation, in particular the lack of special provisions on involving the police in security measures in emergency situations, have been outlined. The feasibility of amending the relevant laws has been substantiated, particularly by supplementing the law on the protection of cultural heritage with a norm on legal grounds and mechanisms of interacting with the police. Particular attention has been paid to perspectives for harmonizing the national legislation with international legal acts, such as the 1954 Hague Convention and the 2005 Faro Convention. Specific areas for improving the regulatory framework have been suggested, including the inventory of powers of local self-government bodies, modernization of legislation in the field of culture, and the initiative for codification in the form of the Code of Laws on Culture. The article contains analytical generalizations and practical recommendations and is based on an interdisciplinary approach using the methods of legal analysis, comparative law, and elements of public administration.

    Use of digital technologies to optimize investigative actions at the pre-trial stage of criminal proceedings

    The relevance of the study was determined by the need for regulatory and legal incorporation of digital technologies at the pre-trial stage of criminal proceedingsThe aim of the study is to substantiate the indicator-based and model-based verification of digital technologies relevant to procedural integration at the pre-trial stage of criminal proceedings, taking into account regulatory traceability, evidentiary relevance, and legal incorporation. Research methods: legal analysis of norms and regulations, topological classification of digital technologies, formalization of the optimal case, indicator-based and model-based verification, legal modelling. The study carried out indicator-based and legal stratification of digital technologies at the pre-trial stage of criminal proceedings. It was established that Digital Forensics, AI, Biometrics, e-Evidence Exchange and Video Conferencing demonstrate the highest institutionalization, regulatory incorporation and evidentiary validity. Indicator-based modelling (∆TPI, DEQ, PII, EII, UAE, DJC) confirmed their legal compliance and procedural efficiency. The highest level of regulatory integration (4 out of 5 categories) was established for Digital Forensics, Biometrics, e-Evidence Exchange, and Video Conferencing technologies. Instead, Blockchain and Digital Twin/3D were identified as auxiliary, as they require additional legal explicability and ethical unification. Empirical analysis of the functional adaptability of technologies in a real investigative process is of particular importance.

    Foreign economic cooperation between Ukraine and EU countries on the agricultural market and food industry under the influence of financial and credit policy instruments

    Background. Understanding structural shifts in Ukraine's agricultural exports, including raw materials for food processing and value-added food chains, is crucial for enhancing the competitiveness of its food industry. This study aimed to determine the impact of financial and credit policy and support mechanisms on structural changes in foreign economic cooperation between Ukraine’s agricultural sector and the European Union. The methodology included an analysis of official statistics for 2008 ÷ 2024, the construction of trade openness indicators, and a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis. Results and conclusions. The findings indicated a steady shift in the geography of Ukraine’s agricultural exports in favor of the European Union: its share increased from approximately 25 ÷ 30 % between 2008 and 2010 to 60 ÷ 66 % between 2023 and 2024, while the share of the Commonwealth of Independent States (CIS) declined to around 3 %. It was established that the export-to-import coverage ratio exceeded 1 between 2021 and 2022, indicating a positive trade balance, but fell to 0.66 in 2024 due to war-related and logistical constraints. The dynamics of niche product exports were also analyzed: sugar exports reached around 700,000 tons, poultry meat exceeded 300,000 tons, honey amounted to 35,000 ÷ 50,000 tons, and juice exports were 10,000 ÷ 15,000 tons, significantly surpassing the tariff quotas. It was concluded that an adaptive financial and credit policy strengthens Ukraine’s position in the European Union market; however, further integration will require substantial investment in food processing, production modernization, and the development of high value-added food products meeting EU quality standards.

    Digital transformation of education as a prerequisite for innovative activity and technological development of the economy

    The subject of the present study is the digital transformation of higher education as an institutional prerequisite for innovative activity and technological development of the economy. The work considers the digitalisation of universities as a mechanism for accelerating the reproduction of human capital, enhancing the quality of competence training, and reducing time lags between the generation of knowledge and its practical application in business and the public sector. The theoretical basis of the study is formed by modern approaches to the knowledge economy and innovation ecosystems, within which universities are treated as key elements of technological modernisation through education, science, knowledge transfer, and interaction with industry. The objective of the present study is twofold: firstly, to provide a robust theoretical and empirical basis for understanding the impact of digital transformation on innovation processes and technological upgrading in the economy; and secondly, to identify the key channels of such impact in the context of the growing role of digital platforms, artificial intelligence, and educational analytics. The research methodology is based on systemic, institutional and structural-functional approaches. These are supplemented by a comparative analysis of university digitalisation practices and a logical generalisation of the mechanisms of competence formation. Analytical and synthetic methods were employed to develop an integrated conceptual framework combining the infrastructural, organisational, pedagogical and managerial elements of digital transformation in higher education. The results obtained prove that comprehensive digital transformation has the greatest effect on innovative activity. This occurs when the architecture of the learning platform, digital resources and laboratory facilities are modernised simultaneously; when the digital competencies of personnel are enhanced; when personalisation and learning analytics mechanisms are introduced; and when sustainable models of co-operation between universities and industry are formed. The conclusions show that digital educational platforms and intellectual learning support tools speed up programme updates, reduce the cost of accessing knowledge and expand opportunities for continuous learning. This is important for the rapid diffusion of technologies and adapting to the labour market. The study's practical value lies in its potential to inform the development of digital university strategies aimed at increasing innovation potential, technological competitiveness and economic sustainability.

    Legal integrative framework in the european union: analysis of the key principles and their influence on the national legislation

    Legal integration in the European Union is a systemic phenomenon which goes beyond the coordination of national legislation and forms a supranational regulatory mechanism. The relevance of the study stems from the need to understand the role of the principles of legal integration as the basis of the EU's legal unity, and to analyze their impact on the transformation of legal systems of individual countries in the context of the growing volume of EU rules and the evolution of integration processes. The aim is to clarify the essence, structure and practical impact of the EU legal integration principles (rule of law, direct effect, subsidiarity, proportionality) on the formation and implementation of national legislation of the Member States, as well as to assess their role in creating a single legal space. The study is based on dialectical, hermeneutical, historical and legal, and comparative legal methods. The author analyzed the EU founding treaties, secondary legislation, case law, and constitutional provisions of the Member States. Modeling and forecasting methods were used to assess the prospects for the development of legal integration. It is established that legal integration in the EU forms an autonomous system that harmonizes national legal order systems through the rule of law. The author identifies the mechanisms of adaptation of national legislation to EU norms, in particular, through subsidiary control and judicial supervision, which ensure a balance between the supranational and national levels. Further research may be aimed at analyzing the effectiveness of the subsidiary control mechanism, deepening the study of judicial influence on legal integration, and forecasting the evolution of the EU legal area in the context of new challenges.

    Monitoring Phase Increments in Fuel Supply Adjustment Based on Correlation Analysis of Indirect Measurement Data

    It is proposed to use correlation analysis methods to process indirect measurement data when monitoring the incremental сylindrical phase delays referenced to the first cylinder. A method is proposed for restoring the optimal parameters of stratified charge delivery to the combustion chambers of piston-type internal combustion engines. TThe conceptual framework for the development of software and hardware systems incorporating feedback control based on the state of the measurement signal, represented by crankshaft rotational irregularities, has been established. A deterministic mathematical model representing the torque transmission architecture of the powertrain is formulated as a mechanical system with three degrees of freedom, taking into account energy dissipation due to friction. The motions of the masses of the mathematical model are described by a deterministic system of linear differential equations. The parameters of these equations are normalised using the theorems and methods of similarity theory. The Laplace transform under zero initial conditions is applied to solve the resulting system of differential equations. Using the method of determinants and the Mathcad software environment, the information links between the cylinder torques and the signal of uneven rotation of the first crankshaft mass were established. In the Matlab software environment, special points were identified and a simplified representation of the torque transfer functions was obtained as a result of their analysis. A limited Fourier series using Mathcad software approximated the cylinder torques. A computational scheme was developed for simulating deterministic signals characterizing the rotational irregularity of the first crankshaft mass. The additive disturbance superimposed on the measurement signal is modeled as structured white noise with a frequency spectrum constrained to ten harmonic components. Within the computer modeling framework, the output signal generation utilizes an approach based on the regulation of information pathway lengths in neural network structures to define the gain coefficients corresponding to the aggregated torque amplitudes of individual cylinders. For the first time, an auxiliary algorithm was developed to monitor incremental phase delays of the cylinders relative to the reference (first) cylinder by calculating the mutual correlation function between the rotational irregularity signal of the first crankshaft mass and the torque output of the first cylinder. The software application for calculating the reciprocal correlation function is implemented in the program Mathcad. As a result of the analysis of the mutual correlation function graph, three distinct maxima were identified. The initial peak of the computed mutual correlation function corresponds to the phase associated with the nominal torque generation of the second combustion chamber. The second peak reflects the standard torque phase of the third chamber, while the third peak indicates the reference phase for the first combustion unit. Furthermore, the proportional values of these maxima align with the gain factors assigned to each cylinder's torque in the computational summation scheme. The cross-correlation between the processed measurement signal and the torque signal of the first cylinder was evaluated under conditions of additive stochastic interference. Analysis of the correlation curve demonstrates that a measurement uncertainty of approximately 14% in the rotational non-uniformity of the primary crankshaft mass does not preclude the effective application of correlation analysis techniques for phase shift tracking in the fuel delivery timing across engine cylinders.

    Integrating Asset Confiscation Mechanisms into Patrol Policing: Comparative Legal Insights and the Ukrainian Context

    This article explores how asset confiscation and redistribution mechanisms can enhance the operational efficiency and accountability of Ukraine’s patrol police, with the Odesa region serving as a case study. Drawing on comparative insights from the United States, Germany, France, Italy and Canada, the research employs a mixed-methods approach combining legal, empirical, and statistical analysis (2019–2023). The findings indicate that, although patrol police performance and transparency have improved, the lack of a structured framework linking recovered criminal assets to local policing initiatives constrains long-term sustainability. Adapting international best practices, the study proposes legislative and institutional reforms to ensure that confiscated assets are transparently reinvested in patrol operations, officer training, and community safety programmes. The results contribute to ongoing discussions on aligning Ukraine’s asset recovery mechanisms with EU standards and strengthening public trust through accountable resource management.

    History and Technological Innovations: The Impact of Technological Progress on the Course of Historical Events: A Systematic Review

    Technological breakthroughs shaped economic, political, and social changes in Albania, Kosovo, and Ukraine, according to this study. The research sought to link important technology advances to major historical shifts in these countries. The methodology examines how technology advances from industrialization to the digital era affected governance, warfare, and economic institutions. Industrialization in Albania in the 20th century increased manufacturing output, while Kosovo’s post-war reconstruction focused on energy and telecommunications advances. Technological improvements in agriculture and aerospace helped Ukraine expand economically, increasing agricultural production by 25%. Digital revolution has increased economic integration in all three nations, with Ukraine becoming a key IT outsourcing hub and Kosovo witnessing growing digital entrepreneurship. These trends can be quantified using GDP growth, employment movements, and technological adaption data. The study shows how technology has affected political stability, economic development, and social transformation in various locations. The paper discusses the long-term effects of technology progress on human civilization and how Albania, Kosovo, and Ukraine may use innovation for sustainable development.

    Implementing a circular economy strategy in Ukraine’s agricultural sector

    This article develops a management strategy for Ukrainian agricultural enterprises based on circular economy principles. The study addresses the urgent need to restore resources, strengthen resilience, and align with the European Green Deal under martial law. It explores how agro-circular cycles can be integrated into enterprise management, which indicators best assess their efficiency, and what policy and organizational conditions enable large-scale adoption. The methodology combines analysis of Ukrainian and EU regulations and national statistics. Challenges include weak state support, war-related infrastructure damage, and low eco-innovation integration. Recommendations stress investments, biogas and biomass technologies, and institutional frameworks for sustainable recovery. The findings emphasize the importance of innovation as knowledge-driven eco-technologies that enhance efficiency and resilience. In this sense, the proposed actions contributes not only to sustainable growth but also to rural well-being, competitiveness, and long-term national security. These efforts will promote green economy principles, improve the well-being of rural populations, and boost social responsibility for energy recovery. Additionally, the state can play a crucial role in promoting green investments, fostering competitiveness among local green product producers, and encouraging a shift toward sustainable practices within the rural population.

    Thepurpose is to conduct empirical research and theo-retically substantiate the types of learned helplessness of future specialists in foreign philology in the context of educational and professional training. The respond-ents of the empirical research are graduates of the final years of study: students of the fourth year – Bachelor’s degree seekers and students of the second year – Mas-ter’s degree seekers, the total number of 432 individu-als (M=24.23; SD=±3.08; Me=24; Mo=22). The respond-ents were majoring in a single or double specialty. Methods.Valid and reliable psychodiagnostic tools that have been adapted and tested were used: “Attri-butional Style Questionnaire” (ASQ) (Peterson et al., 1982); Ehlers’ questionnaire “Motivation for Achieving Success and Avoiding Failures” (MASAF) (Elers, 2002); the questionnaire “Level of subjective control” (LSC) (Bazhin et al., 1984); Zung Self-Rating Depression Scale (SDS) (Zung, 1965). Results.The provided descriptive statistics confirms that there are no statistically sig-nificant differences between the obtained empirical data and the results of similar measurements. Eighteen statistically significant correlations (р<.050; р<.010) of attributive style parameters with independent var-iables were found: motivation for achieving success, motivation for avoiding failures, level of depression, level of subjective control in educational and profes-sional activities, areas of success, areas of failure. It was established that the level of depression (LD) has the strongest correlations with the attributional style scales: permanence of the bad (R=.189; p<.010), perva-siveness of the bad (R=.221; p<.010) and personaliza-tion of the bad (R =.185; p<.010), which gave grounds to consider depressive states as the most dangerous in the formation of learned helplessness. Cluster anal-ysis using the k-means method revealed four types of learned helplessness of future specialists in foreign philology: “Depressive learned helplessness” (cluster 1, n=31; 13.36%), “Avoidant learned helplessness” (clus-ter 2, n=75; 32.33%), “Optimistic learned helpless-ness” (cluster 3, n=68; 29.31%), “Uncontrolled learned helplessness” (cluster 4, n=58; 25.00%). Discussionandсonclusions.It was substantiated that the types of learned helplessness are personal formations that were manifested in a high level of depression, the dom-inance of pessimistic parameters of the attributional style of behavior, a high level of motivation for avoid-ing failures, a low level of motivation for achieving suc-cess, and low/lack of subjective control of the events of educational and professional activities. The appro-priateness of implementing the obtained results in the educational and scientific processes of training future specialists in the socionomic profile was empiri-cally clarified and theoretically substantiated.

    Effectiveness of Digital Integration in the Economy and Society Amid Ongoing Economic Transformation

    Researching the effectiveness of digital adaptation of the economy and society at the current stage of economic transformation is relevant because countries seeking to strengthen their positions in the global economy are increasingly interested in effective mechanisms of digital adaptation aimed at increasing productivity and innovation and achieving long-term sustainable development of society. The main aim of this research article is to study the effectiveness of the digital adaptation of the economy and society at the current stage of economic transformation. The study used several general scientific methods of cognition, including synthesis of literature sources, comparative analysis, methods of systematisation and generalisation, and statistical data analysis, to form the initial data of regression analysis, which identified the relationships between dependent and independent variables and forecast trends in the growth of Ukraine's digital adaptability. According to the results of the regression analysis, the model that takes into account social indicators (M0) has a high level of correlation but needs to improve the forecast accuracy. The model that considers economic indicators (M1) has the highest correlation and explanatory power and demonstrates high forecast accuracy. The model that views all possible variables (M2) has benchmark values of correlation and explanatory power, but the inclusion of additional indicators can reduce the forecast accuracy in general. The level of digital adaptability will significantly impact Ukraine's economic and social stability in the future. However, facing current challenges requires strengthening infrastructure and institutional capacity and focusing on integrating digital technologies into all spheres of life.

    A method of representing design solutions in complex systems through model-parametric spaces

    On the side of highly complicated systems, it is necessary to have powerful frameworks that can present solution design integration and visualization in the best possible manner, dealing with clarity, scalability, and adaptability. This work aims to formulate an innovative approach for modeling design solutions using model-parametric spaces to create a systematically structured yet convenient method for dealing with multidimensional design complexities. This investigation is conducted within a mixed-method research design combining qualitative assessments of system architecture with quantitative modeling techniques to formulate parametric spaces where design variables and their interrelations are parameterized systematically. The validation of that methodology was done in a way that involves simulated operational scenarios and expert-driven evaluation, which shows the robustness and versatility of the understanding achieved using the approach in different fields of study. Results reveal the utility of model-parametric spaces in vastly increasing the interpretability, modularity, and optimization capability of complex design processes. Therefore, the study argues that this methodology framework is a solid and reasoned basis for decisions in the systems engineering domain and positively explains both research and industrial applications. These future research trajectories determined by this study include further extensive validation within actual project settings to make the developed software more applicable and impactful in the physical world.

    Innovation financing and its impact on the agricultural sector of Ukraine

    The agriculture sector of Ukraine generated from 9,1% to 14,2% of Ukrainian GDP during 2012-2023 and is critical for ensuring the macroeconomic stability of the country, with a share in total export income between 27,8% and 57,2% during the same period. The financial performance and sustainable development of the Ukrainian agro-industrial sector have a major impact on the socioeconomic stability of society, especially at the current time, and also on the prospects of economic recovery and further growth. The market value of industry-forming agro-industrial enterprises reflects the efficiency of their economic activity and ability to generate added value. For the prospect of future economic recovery, it is important to investigate how innovations are associated with the economic development of countries in the world, and specifically, how government spending on research in the agriculture sphere is historically associated with the market value of Ukrainian agro-industrial companies. Consequently, the article aims to evaluate the association between innovation development and economic performance at the level of countries and the level of the Ukrainian agricultural sector. For the achievement of the research aims, comparative economic analysis and statistical methods were used, such as regression analysis. Based on the study results, it is possible to conclude that innovation development is associated with economic development and is a slightly more important prerequisite for the economic prosperity of countries that have a share of oil exports of less than 10% of total exports. Also, it was found that during 2013-2023, the total market value of selected agro-industrial companies positively correlated with government spending on R&D in Ukraine. With the regression model, it is possible to explain around 68% of selected agro-industrial companies’ market value variation and closely capture the general trend of 2013-2023 stock price movements. Study results can be used by policymakers to make data-based strategic decisions.

    Redesigning the knowledge of robotic system engineers through the model-parametric space of information technology

    The relevance of the topic is driven by the rapid development of digital technologies and the growing complexity of designing robotic systems, which requires new approaches to the representation, structuring, and verification of knowledge. The need to integrate heterogeneous models and parameters into a single information environment determines the importance of the study for industrial and scientific applications. The purpose of the study is to investigate methods of representing the knowledge of robotic system designers based on the model-parameter space and to describe the possibilities of their practical use. The object of research is the process of formalizing knowledge and integrating models in the design of complex technical systems. The methodological basis of the study is a systematic approach, semantic modeling methods, interval analysis, and theoretical set operations on knowledge neighborhoods. As a result of the work, the concept of building a model-parameter space () was formed, a classification of basic concepts and categories in the field of design was developed, and formal measures of compatibility, integrity, and completeness of knowledge were proposed. Algorithms for constructing knowledge neighborhoods and integrating models into holistic methodologies with automated consistency checking have been developed. The structure of the tool and software complex to support the processes of model analysis and synthesis in robotic systems is presented. The practical significance of the results lies in the possibility of using the proposed approaches in the development of digital engineering platforms, reducing the risk of design errors, increasing the adaptability of design solutions, and reducing the development time of complex technical systems.

    International cooperation in the investigation of economic crimes related to cryptocurrency circulation

    The cross-border nature of transactions with virtual currencies and the use of anonymity technologies exacerbates the difficulties in investigating economic crimes. The purpose of the article was to study the effects of international cooperation in the investigation of economic crimes related to the circulation of cryptocurrency. The research methodology is based on the method of content analysis of reports, recommendations and standards of the FATF (Financial Action Task Force) for 2012-2020, as a leading international organization for the prevention and development of policies for the regulation of economic crimes related to the circulation of cryptocurrencies. The results demonstrate the following effects of international cooperation in the investigation of economic crimes related to cryptocurrency: 1) the need to use a risk-oriented approach of the international community at the global level, coordination of government efforts to prevent economic crimes; 2) formation of a network of organizations that provides an effective balance between existing threats and opportunities for cryptocurrency circulation; 3) the development of free, decentralized management networks at the global level, which is an innovative and effective way to combat criminal activity, compared to traditional centralized forms of coercion in an era of rapid and unpredictable technological change. The considered experience of the absence of regulatory acts of cryptocurrency circulation and taxation of virtual assets on the principle of traditional assets indicates the absence of concern about illegal activities and possible economic crimes in this area. At the same time, decentralized and quasi-autonomous virtual assets could potentially threaten years of global anti-money laundering efforts. There is a “race” in the international community for leadership in combating economic crime. However, such efforts to establish legitimate jurisdictions that meet the requirements of the AML (Anti-Money Laundering) provide few measures in practice to counter and limit the opportunities for money laundering in other jurisdictions.

    Combating cybercrime: Economic and legal aspects

    Cybercrime threatens the national security of different countries around the world. The growth of cyberattacks destabilizes the international order and disrupts the normal functioning of international relations. The purpose of the academic paper is to analyze the causes and economic consequences of the level of cybercrime in the world and to identify modern legal arrangements to combat cybercrime. In order to achieve the purpose outlined, the following methods have been used, namely: the method of comparison, analysis, element-theoretical method, method of generalization and analogy. It has been established that the level of cybercrime in the world and the economic consequences of its impact tend to increase. It is estimated that in 2020 the total cost of cybercrime and cybersecurity will exceed one trillion US dollars, which is more than 1% of world gross domestic product. The reasons have been determined why the number of cybercrimes are increasing (electronization and computerization of most industries, public sector; low level of operational cooperation; inconsistency of legal policy with the realities of cybercrime; development of cyber-attack mechanism; modernization of cybercrime; obstacles to international cooperation and so forth). The cause and effect interrelationship between the level of cybercrime, cybersecurity and legal methods of counteraction in different countries of the world has been proven. Three interrelated ways of the legal mechanism of counteraction to cybercrime have been offered, namely: the general, organizational and preventive ones. The expediency of international cooperation in the development of global strategies and other measures to combat cybercrime has been emphasized.
